As part of our client’s ongoing growth, we are seeking an experienced Mechanical & Electrical Bid Manager. The successful candidate will play a central role in the pre-construction activities, combining strong commercial acumen, structured thinking and effective leadership. This role would suit an experienced Senior Estimator or Pre-Construction professional looking to progress into a broader, more strategic bid leadership position.

Responsibilities

Bid Leadership & Governance

  • Lead the end-to-end management of bids, from receipt of enquiry through to final submission.

  • Review incoming tender opportunities and assess their suitability against company strategy, risk appetite, capacity and capability.

  • Prepare concise tender summaries and recommendations for review with the Pre-Construction Director at key bid control gateways.

  • Support robust bid/no-bid decision-making, improving opportunity selectivity and protecting estimating capacity.

Bid Strategy & Commercial Input

  • Work closely with the Pre-Construction Director to establish bid strategy, win themes and target margins for each opportunity.

  • Contribute to commercial and risk reviews, identifying key contractual, commercial and delivery risks and ensuring these are appropriately addressed.

  • Provide strong commercial oversight throughout the tender process, supporting margin protection and effective risk allocation.

Tender Planning & Resource Coordination

  • Prepare and manage tender programmes, including internal review milestones, approval stages and supply chain deadlines.

  • Coordinate resources across the estimating and pre-construction teams to ensure tender deliverables are completed on time.

  • Monitor progress throughout the tender period, maintaining momentum, identifying potential delays and resolving bottlenecks.

Proposal & Submission Management

  • Coordinate the preparation of fully compliant, high-quality tender submissions, ensuring all requirements are met.

  • Write and/or oversee key narrative sections where technical explanation, methodology or proposed approach is critical to the submission.

  • Ensure consistency, accuracy and professionalism across all tender documentation.

  • Manage the final submission process, including internal approvals, quality checks and formal issue.

Supply Chain & Data Management

  • Support the development and maintenance of structured supply chain records, including rates, supplier performance feedback and typical commercial terms.

  • Promote consistent use of digital tools, estimating systems and document control processes as the single source of truth for tender information.

  • Ensure all tender information is accurately stored, appropriately version-controlled and fully auditable.

Continuous Improvement

  • Capture and share lessons learned from both successful and unsuccessful bids.

  • Identify opportunities to improve bid processes, templates, systems and standards.

  • Support the development of a more efficient and scalable pre-construction function, increasing capacity while maintaining quality and improving opportunity selectivity.

The Ideal Candidate

  • Strong leadership skills, with the ability to effectively delegate, coordinate and manage a senior estimating team.

  • Strong commercial acumen, with a sound understanding of risk allocation, contractual exposure and margin protection.

  • Excellent organisational and planning skills, with the ability to manage multiple tenders concurrently across different sectors, geographies and project values.

  • A structured and detail-oriented approach, balanced with a strategic focus on achieving project and wider business objectives.

  • Excellent written and verbal communication skills, with the ability to distil complex technical, commercial and programme information into clear, concise recommendations for Senior Management decision-making.

  • The ability to build strong relationships with internal stakeholders, consultants, suppliers and other key project stakeholders.

  • A degree or equivalent professional qualification in Engineering, Construction Management, Quantity Surveying or a related discipline.

  • A high level of proficiency in Microsoft Office, bid and estimating systems, and digital collaboration and document management platforms.

  • Ability to work independently while also contributing effectively within a multi-functional project team.

  • Experience with point cloud data would be advantageous.

  • A proactive, collaborative and detail-oriented approach to BIM delivery.
